Sengkang Special

Returned to Compassvale in Sengkang GRC on this beautifully cool evening to visit residents living at Compassvale Street. Spoke to a cat-lover who was riding by to feed this beautiful “Sengkang Special” who has made Compassvale home. A doff of the hat to these great community partners who pick up the leftover food after the community cats have had their fill. At the end, a little give and take is the magic ingredient in making our homes and precincts special. Like all things in life, some consideration between residents goes a long long way, and glad to this spirit in Sengkang.

Housevisits saw a mix of both local and national issues that were well-received. The local feedback will be channeled to the Sengkang Town Council team while the national issues will be looked into by the MPs.

In March this year, I spoke in Parliament about HDB Priority Schemes for the purchase of new BTO flats (see link below) and identified married couples with children and newly married couples as one group who could be considered for greater priority in HDB flat allocation. Some days ago, HDB announced that more newly constructed flats will be allocated to families and singles applying for the first time, in view of strong housing demand from this group and to increase their chances of securing their first homes.

On the resale front, housevisits today reinforced concerns from many younger Singaporeans and their parents about the upward trajectory of HDB resale flats prices - the logical next option when you can’t get your BTO flat of choice. HDB prices continue to be an area the WP MPs will be monitoring closely.

上个星期五是今年农历七月二十九,也是“鬼月”的最后一天。许多居民跟我分享,等了两年多,防疫管控措施逐步减轻,让他们终于可以不受疫情限制,再度进行祭拜活动和仪式,与邻居和朋友聚会。

有些负责活动的邻里和宗教协会,有着数十年的历史,经历过盛港(还有榜鹅)部分地区,从养猪场和低层房屋,又到今天组屋区的时代变迁。有些较年轻的居民也表示,希望更近一步参与这些协会和活动的组织以及管理,使这些传统和习俗能够世代相传

Friday was the last night of the 7th month, and marked the end of this year’s ‘Ghost Month’. Many residents shared with me their joy at the lifting of restrictions meaning that they were once more able to conduct their prayers and rites, and to gather and meet up with longtime neighbours and friends after an absence of two years. Some of these associations have been around for a few decades, and have lasted the conversion of parts of Sengkang (and Punggol) from pig farms, low-rises houses, to the estates we see today.

Some younger residents also said that they hope that by getting involved in the organisation and management of these committees and events, they will keep these traditions and practices going for generations to come.

In the August sitting of Parliament, I filed a question to the Ministry of Transport questioning the rationale for and impact of higher ERP rates on traffic. The purpose was to better understand whether higher ERP rates being paid by some of my constituents do have an effect on lowering congestion during peak hours, at least in LTA's modelling. The Minister said that the ERP currently applies at 35 timeslots across nine locations, versus 173 timeslots across 29 locations pre-Covid, but did not add much else in the way of details on the relationship between ERP rates and congestion.

Secondly, I wanted to know about the Government's estimation of the impact of higher ERP rates on the cost of living. The Minister did not answer this in detail, but said that congestion would have an impact on the cost of living, for instance, through slower and cancelled trips made by businesses.

In principle, I agree it is important to curb congestion even as we focus on other environmental and economic priorities like going car-lite. For residents living near busy roads, congestion can be an even more frustrating experience than for drivers caught in the congestion. But we also need to get a clearer understanding of our congestion problem and whether current strategies are effective.

For instance, do high ERP rates encourage drivers to use smaller residential roads, resulting in potentially longer journeys with higher emissions of greenhouse gases and fine particulate emissions that impact residents' health? Does the ERP encourage private car drivers to switch to public transport? What is the cumulative impact of ERP charges on lower income motorists such as motorcyclists riding to faraway workplaces like Jurong Island and Changi Airport?

I will continue to raise these issues in future sittings.

Part 1 on CPF OA interest rates – time for an update?

For much of our working lives, the bulk of our CPF contributions gets allocated towards the Ordinary Account (OA). As funds in the OA are generally more liquid than the SA/MA accounts, as they can be used for housing for example, interest rates are lower at 2.5% today.

Our OA monies are nonetheless a critical component of our retirement savings, and more broadly, with inflation on the rise…maintaining the real value of our CPF savings is a significant concern.

It thus makes sense to ensure that interest rates can keep up with inflation over time – while CPF monies are invested in Special SGS which are fully guaranteed by the Government, the GIC portfolio has been able to beat inflation with nominal and real returns of 7.0% and 4.2% over the past 20 years respectively.

Besides, pegging OA interest rates to fixed deposit rates can also be tricky…as these are sometimes quite arbitrary. For example, a $19,999 deposit will yield a 1.15% interest while a $20,000 deposit, that which is used in OA calculations, will only yield 0.05%!

Like many town fairs held across the island to celebrate our nation’s birthday, our #SengkangGRC Colors in the Park had the usual fare of children’s coloring and drawing competitions, as well as musical and dance performances.

But we also wanted to emphasize a few other themes. One important element was collaboration and community. Hence, we also set up six canvases that were open to anyone to dab their own touch of color to the unfinished pieces. Our musical acts comprised of voluntary performances by, among others, Sengkang residents. And the spirit of genuine sharing—unperturbed by monetary exchange—that we encountered at our free flea market, including by a pair of kid brothers who were giving away their preloved toys.

We also believe that inclusion can bring out the best of us. This applies not just to those who are moved to offer their time and talents to help others; it also enables those who have received support from society-at-large to flourish. One resident who participated in the joint painting work was a lady that suffers from dementia, and I saw many siblings assist each other in their artistic endeavors. Art and music can be both expressive and therapeutic, and I’m happy that we were able to tug on those strings during the event, however briefly.

Finally, we wanted to impart such values—of community, diversity, and inclusion—to the next generation. That’s why we were delighted to see hundreds of children, along with their families, come down and set up picnic blankets, as well as little worktables, across the park. That’s why I loved seeing how the artwork included faces of different colors, and depictions of the elderly, troubled, and sick, all being uplifted by others in society. And that’s why it was wonderful to see young and old folks try their hand at parai drumming.

We hope to make Colors an annual event, We are also pondering the possibility of a sister event—which emphasizes the literary arts (a storytelling competition, poetry slam, book fair)—to be held early next year.
